Did
your Windows XP Taskbar somehow move to the top or side of your screen and you
want it moved back to the bottom? To prevent accidental changes or movement of
the Windows XP Taskbar (in previous versions of Windows, many people
accidentally moved the taskbar all over the screen), it is by default locked.
This way, no changes can be done, such as resizing, moving, adding toolbars,
etc., until it is manually unlocked. However, accidents can still happen.

To move the Windows XP Taskbar, you must temporarily unlock
it. To unlock the taskbar, just right-click on the clock in the System Tray
area of the taskbar (on the bottom-right of your screen) and uncheck "Lock the
taskbar".

Now, click and hold on an empty area of the taskbar, then move
your mouse down to the bottom of the screen. Your taskbar should move with
your mouse.

Re-lock the Windows XP Taskbar after making changes.
Right-click on the clock in the System Tray area of the taskbar (on the
bottom-right of your screen) and check "Lock the taskbar".
If you have messed up or somehow the taskbar is unchangeable due to a program
bug, download and use this VBScript
Script File (3K) programmed by © Kelly Theriot and Doug Knox to fix the
problem. This script will close and restart the Windows Explorer shell. This
will not harm your system.
